I have recently been tasked to fix some issues a government computer lab is having with certain sites not displaying. When normal users go to government websites the web browser gives the message "This page can't be displayed." The web browser functions fine on all other sties - it's only of government sites that it have the problem.
Logged in as the admin, I followed the troubleshooting guide and was able to reset the security settings under the advanced tab in IE options (I think it was a TLS setting)
This somewhat solved the problem... the requested sites now display, however it only works when logged into the admin account or by running IE as the admin. When a normal user is logged in the problem still exist.
It appears that the reset of the security settings is only taking effect for the admin accounts, thus not allowing the normal users to view the site. I even tried logging in as the normal user and running IE as the admin, which DID allow me to change the settings. However the pages still don't display when running it as a normal user.
Running IE 9 and 10 and the problem persists on both. I would try a different web browser but IE is required.
About to pull my hair out...
