Help with user security settings

Hello everyone,

I have recently been tasked to fix some issues a government computer lab is having with certain sites not displaying. When normal users go to government websites the web browser gives the message "This page can't be displayed." The web browser functions fine on all other sties - it's only of government sites that it have the problem.

Logged in as the admin, I followed the troubleshooting guide and was able to reset the security settings under the advanced tab in IE options (I think it was a TLS setting)

This somewhat solved the problem... the requested sites now display, however it only works when logged into the admin account or by running IE as the admin. When a normal user is logged in the problem still exist.

It appears that the reset of the security settings is only taking effect for the admin accounts, thus not allowing the normal users to view the site. I even tried logging in as the normal user and running IE as the admin, which DID allow me to change the settings. However the pages still don't display when running it as a normal user.

Running IE 9 and 10 and the problem persists on both. I would try a different web browser but IE is required.

About to pull my hair out...

Any and all help is much appreciated.

Hang on Nexrus mate if you had stated that you worked for that government department in the first instance and that you were just taking over from someone else then we wouldn't be at this juncture.
I for one read your post in a different light to what is now clear - it is basically the way you worded the initial post mate - see the very first sentence it does look like you have been brought in from an outside agency to fix a problem, I certainly was of that opinion.
So don't think that we are out to "get" people nothing could be further from the truth. I think you have to take the initial responsibility for us (meaning you, myself and Layback Bear) being like I said at this juncture.
I myself work for an Australian State government department and I answered your post as it sounded a very familiar type of problem that I have run across over the years hence my initial post. So I hope this has cleared the air and that we can try and get things sorted instead of generating the atmosphere of distrust which again I will say was caused how your post #1 read.
However if you feel that you have been unfairly treated then I will unsubscribe from this thread.

Well apology accepted as I don't like leaving things with bad feelings. I don't think anyone was really trying to say you were blatantly hacking it is just that in here we generally try to maintain ethical behaviours and I think that over recent times there was a swathe of individuals who were either not the full dollar or who were up to no good.

So back to your problem the IE problem is probably the root cause so your problems track across all machines whether they run XP or 7 / IE9 or 10? Because it is an issue for us.

Nexrus we have many come to our Forum to by pass a workplace computer. Wanting to know how to bypass the I.T.Departments settings and rules.
From behind our keyboards we really can't tell who is who and who owns the computers.

The Forum rules don't accuse anybody of anything.
They do indicate to me the Forums concerns on such matters.

It is on every machine. They all have windows 7 and it is taking place on both IE9 and IE10.

Well my next and perhaps daft query is and assuming that the machines are linked is why are some using 9 and some 10?

Oh and sorry for late reply am on night duty at the moment and it is as usual not the easiest shift in the world.

Only 2 of the machines have 10. I updated from 9 hoping it may solve the problem.

Hum Nexrus it seems to me that you have been given a job that needs a good deal more authority given to you to change the settings than you have. Our IT people usually do it via a logmein123 type setup.
However this doesn't solve what you are faced with and I am not really that well acquainted with how those folks work but I would hazard a guess that perhaps the IE10 was perhaps not a good move.
The other thought that occurs toe is that could this be a server based problem?? .
