It sounds to me like some of the hardware is broken, the BIOS beeps out codes to tell you which part is broken; BIOS Beep Codes
I hope this helps somewhat :)

Can you check ram....swap it over or just check the ram in the machine 1 stick at a time and see if it's faulty.

Whats the beeps? as in long short how many etc..beep codes tell you whats wrong basically....like morse code....ea one has a different meaning....

I'm looking at Ram atm cos the system isn't booting....could be something else mind but I had a mate just recently had a similar issue...I checked his ram and the dimm was faulty...installed it on another dimm and it's all good so ya..easy to do and eliminates one possible cause.

The files can be copied off the machine's hard drive, if the hard drive itself isn't broken. (Sounds like it isn't.)

I did that for a chum, but I wasn't able to fix his notebook. He sent it off to a place that offers to do all repairs for $100 (exclusive of parts). There were two DIMMs in the machine. The one that could only be accessed by removing the keyboard was defective. It was worse than your mother's machine: no beeps.

There should be no need to reinstall windows :) but as I said b4 you seem to have a hardware problem. It maybe best to take the PC to a reputable specialist and let them look at it

DIMMs are dual inline memory modules.

DIMM - Wikipedia, the free encyclopedia

The memtest advice is good, but you may not be able to follow it if the machine is so broken that you can't boot it from a CD. Can you get into the BIOS setup? (The BIOS is the basic input/ouput system that a PC uses to start up, before Windows loads.) You do that by pressing a hotkey during startup. On some machines, that's the delete key. On others, F2.

I doubt that you can get enough help in a forum like this one to solve your problem. It must be a hardware problem.

The first thing I'd do is remove the hard drive from your mom's machine, and either mount it in an external enclosure or attach it to another PC. That would allow me to copy all of the critical data off of it. If you're not up to that, your only option would be to go to someone who can. I've heard little good about the "Geek Squad" (Best Buy).

Non stop beep is indicative of Ram at fault..
Take the side off the PC....Ram is located on the right of your CPU...remove all ram except the stick closest to the CPU and try to boot.
If it wont boot shut down and swap sticks and try to boot again. If it still won't boot try putting the Ram into another Dimm (1 at a time)
If it won't boot at all after you try all combinations then the ram is at fault..it would be highly unlikely for both dimms to fail.

Mind you the hardware specs of the faulty PC would be helpful.I'm assuming here that you have dual channel ram.

cheers

PS..Ram fits into dimms 1 way and 1 way only...DO NOT Force it to fit..theres a locator slot on the Ram and in the Dimm..match it up before fitting...theres lockin tabs on each end (of the dimm) that you open when you take it out and you will see/hear them click in when the Ram is bedded in properly.

um the specs on her computer.. hmmm windows 7, computer, hp . uh i really dont know much about it. heres a link on it Search HP US - Search results for 'hp pavilion media center tv m7775.es desktop pc'.
and please explain thoroughly

BIOS Beep Codes - HP Customer Care (United States - English)

Beep codes...but apparently your PC could have one of several different Bios's...only one that fits what you say is a continous beep is the bottom Bios (award)....and it means serious system failure as in maybe CPU overheating...

so take the side off your case and see if the CPU fan is working..if not replace.

Can you answer me a few questions?
Does the monitor show a picture at all?
When the PC starts normally, you get a single beep this, is to let you know that everything is okay. When does this continuous beeping start? at the same time as the single beep should or later? and does this continuous beep sound like the single beep?

You will have to go into the BIOS and select the hard drive on which windows is installed. The normal boot order would be CD/DVD ROM and then the Hard drive.
