Solved Horizontal Lines on Display

Hi! I recently bought a second hand Dell Latitude E4300 laptop. I have some trouble in display. During the first days of the laptop at my ownership, the display doesn't show this problem. Today, it showed a horizontal 'glitch'. Whenever I move the window, the glitch stays with it.

Look closely at the edge of the window and the task bar.

This picture clearly shows the problem.

I noticed that there is no glitch when I switch to basic theme. I tried creating a batch script that stops Desktop Window Manager and start it again. Upon executing this command, the problem seems to fix for quite sometime, but eventually will glitch again over time. The script has only 1 line:

Have you already tried an external monitor to test? I think you indicated Safe Mode doesn't have this problem,correct?

I tried connecting to the external monitor. The problem still persists. I haven't tried in safe mode yet. Does safe mode support aero glass?

I doubt it, I only mentioned Safe Mode as a test to rule in or rule out hardware being the culprit.

I haven't tried the Safe Mode method. However, I found and partially 'fixed' the problem.
I use the laptop to develop different applications (mobile, desktop, and web) running different types of tools. Android Studio has a built-in device emulator so you can run different apps on different devices. However, virtualization technology should be enabled to be able to use that feature. I enabled VT-x on my machine. I also enabled Direct I/O for VT. Enabling Direct I/O seems to be the one causing the problem. Disabling it fixed my problem.
