How can I allow/restrict specific user's privileges?
I would like a Standard user to be allowed to empty the recycle bin.

In Windows each user has their own recycle bin which contains their deleted files. Standard users have always had by default the rights to empty their own recycle bin. They will not be able to even see files deleted by other users.
