I've an issue with RocketDock program.

I don't think that there is a certified version of this program... At least, I haven't found any...

May I suggest you try the new Win7 taskbar, which seems to me like a stationary rocket dock.
It can have any program pinned to it, then shows a complete history with rightclick. It folds out very useful and sizeable thumbnails of open windows so you can quickly choose one to Open or close just by clicking on it or it's red X.
I had a friend who I installed Win7 for who wanted his rocket dock installed and was hardly willing to listen to the features of the new taskbar because he liked the rocketdock's animation (which wont' seem to hold still for me and thus is annoying).
But he relented and after I demonstrated it he has been quite happy ever since. Never had to find out that it has the bug you've discovered.
