How can i disable the color sheme dialog on windows ?

for all apps (there is no performance problem i think this i a bug) if possible i like the edit the registry for that. Disable Desktop Composition is no option for me. https://i.stack.imgur.com/HRVsT.png

Didn't understand what is the problem and what you want to do.
As you have a powerful system and windows says you low on graphics, is the graphics driver set properly?
Open device manager and have a look if there is no yellow alerts.
