How can i fix MMC.exe

Hi guys few days ago, i installed widows 7... so i cant press the close button and the top and i cant move it.... so i decided to configure it from the Microsoft management console (MMC.exe or gpedit.msc) when i type it in the run a pop up appears saying, "failed to create empty document" plz i need help

For this, I would recommend a Repair install.
