How can I move the "Users" folder?

I have a partioned disk. C: is for programs and OS E: is for data
I'd like WIndows to put the "users" folder in E:

How can I move the "Users" folder? and have the start menu be aware of this new location

location tab for My docs, my pics, my video is \\{server}\users\{username}\my Documents ... LAN folder redirection seems to prevent moving. Location Tab - three buttons "restore, move, find" are NOT visible.
Perhaps I need to take folder redirection off in Group policy first??
