can you tell me how to share these instructional videos mp4 with my brother in ct from ca?

You can compress the folder into zip format so you can upload the whole folder. You can read how to do this here in Microsoft's website.Then, you can upload it to a cloud storage service like OneDrive from Microsoft or Google Drive. Then you can share the link to your brother. Remember, you do not need to download the software, you can just access the web version.
