Hard to point you to the correct driver since we don't know which card, or if it's x32/x64 - but it probably looks like basic because either:

A) You are using the generic VGA driver

B) The WEI index has not been refreshed

The problem is the too old and unsupported integrated video, a DirectX 8.1 GPU that is about the equivalent of the old Radeon 9200. You may have had it for 4 years, but it is even older than that. In fact the last driver update for that chipset from ATI is from early 2006 and only supported up to Windows 2000 at that,

Catalyst™ 6.4 Software Component Downloads for Windows 2000 - Motherboard/IGP Drivers

That chipset came out some time in mid to late 2003. Unless the motherboard (Asus P4R8L) came from elsewhere from what I can find it was found in this,

http://www.asus.com/product.aspx?P_ID=V3N9NRSB6AxNMlb8

and according to the specs doesn't even have an AGP slot.

This is one of those situations where all things considering you would be better served holding off on Windows 7 until you get a new computer, or live without Aero until then at least.

I don't really understand what you are trying to ask..

Your graphics card does not interfere in what version of Windows 7 you have though.
Could you please be a little bit more specific?

Well, you never listed your specs. so we have no idea what you have. When you run the performance index, what is your WEI score? What video card do you have? Have you installed the 3rd party driver for the video card?

No that is the motherboard and it only came in the Asus barebone Pundit-R that I linked to previously. It has the ATI RS300 chipset in it and has the ATI 9100 integrated graphics, none of which has seen a driver update since before Vista came out.

Also as I already posted you can not get Aero to work on the integrated graphics on that motherboard as it does not support it. Aero requires at a minimum a DirectX 9 video card, and that old 9100 IGP is DirectX 8.1 only. The only way you are going to be able to get Aero to work would be to add a DirectX 9 video card to it, which according to the specs for teh motherboard is limited to PCI cards only.

About the cheapest PCI card that will run Aero is something like this,

Newegg.com - SPARKLE SFPC84GS256U2LP GeForce 8400 GS 256MB 64-bit GDDR2 PCI HDCP Ready Video Card

which even at only $40.00 is sadly about all your computer is currently worth.

If Aero is that important you will have to get a video card, either that or stay with XP until such a time as you have a computer that is fully Windows 7 capable.

The manual for the Asus Pundit-R (contains the P4R8L mainboard) is available at support.asus.com as an Acrobat document (.pdf).

The ATI 9100 IGP graphics don't support Aero Glass, as others have told you.

If you desperately want that, you can add a discrete graphics card. It must be PCI (not PCI-Express). There are suitable cards based on the nVidia 8400GS chipset, for example.

Well, if you have an ATI 9100 IGP like is indicated, then with or without that exclamation sign, you will not have Aero. You need to have a video card that supports Aero (minimal being GeForce FX 5200 or ATI Radeon 9500). I would recommend a GeForce 8400 GS like was recommended earlier. And if it's a code 12 error in that exclamation mark, you can use Error message when you attach a PCI Express expansion chassis to a computer that is running Windows Vista or Windows Server 2008: "Code 12" or "Code 31" to resolve the issue.
