How do I change the language for certain folders?

I had bought a laptop from an Arabic country. I know how to change the default language by going to Region and Languages, I already fixed that. However, there is a certain file in C://Users that is still in Arabic! I can open this folder but I cannot rename it in English. Could someone please help me fix this? Thank you!

Okay..so what do I do to fix it..? I mean how do I go about correcting it? Thanks a bunch!

You you can either edit the desktop.ini file, or delete it. Assuming it is the problem.
I honestly, would blow the whole installation away and start over with a fresh install.
