How do I change the position of individual buttons in the taskbar?

This is something that I have been wondering for years but still can't understand how to do it
"Taskbar buttons" set to "Never combine"
And I want to know how to change the location between two (or more) buttons which are the same kind
For example, I have folder Alpha and folder Beta, now when I open folder Alpha it's in the left side (because it's the first folder) and then I open folder Beta, which is now right to the Alpha folder
However, I feel more comfortable with Alpha being in the right side
How do I change the location without closing either and opening it again?

I just click and drag one to where I want it. Before I release it the icons on either side move to make room. However, that's for programs that are installed. It also works when having two or more programs open but goes away when a program is closed. The area immediately to the right of the Start button was known as the Quick Launch Toolbar, just isn't visibly delineated. Between that area and the Notification Area is for open programs.

One of the statements on that linked page mentions "%appdata%\Microsoft\Internet Explorer\Quick Launch", to explain that Internet Explorer part needs a little history. The toolbar came with Windows 98 and was new with Internet Explorer 4.01, needs part of the Web integration.
