how do i disable creating a new user account & password (answer pls)

in windows 7 how do i disable creating a new user account and password
what should i stop/remove/disable...services or what???
give me an instructions pls

the reason im doing this cause my little bro keep creating an account, then my windows settings are screwed up and files are moved

i tried it just today it's already set to 0 but can still create an account and password

Stop letting your brother use your administrative account. Log out or set up the screensaver to lock the computer when you leave it. Also set a password to your account.

Bu that has nothing to do with what the OP asked. That registry key actually disables UAC, but does nothing about creation of accounts.

Logicearth is right. Just strip off his regular account from administrative permissions and he'll be unable to create accounts. Both Win 7 and XP allow that.
