they are but the rest are not i can't drag within the folder i get a cancel symbol

You might check to see what they are named to see if you may be able to simply rename them to have them sorted automatically in order.
If not, then you could use the tutorial below to disabled auto arrange, then be able to drag and drop them in any order you like withing the folder window.
