First things I would try.
Remove the tune up utility completely. Windows 7 doesn't need or want a tune up utility.
Then I would run sfc /scannow 3 time and boot after each. This is Windows 7 method of checking it's own system files and repairing them if it can.
What is the name of the tune up utility?

IMO Windows 7 does not want or need any kind of a Tune Up program. In many cases they create more problems than they cure. The big problem is do things and no one know what. Did you do any of my suggestions in post #2?
