Install what from the second partition of the laptop? Please explain what you are trying to do.

Either format the drive during a new installation, use a 3rd party tool like gpart or delete the partition from within another OS.

No, you can't. If you are running the OS, you cannot format the system partition. Windows won't let you.

The time that you spend waiting for an answer here and then making the adjustments to make it possible will be much longer than just using the installation DVD.
There are suggestions on the web on how to boot to different versions of installation media in order to install Win7 - try a google search
