How do I format Windows without cd if my laptop is unable to boot

Hi, I have a problem with this laptop (which is 5 years old) that it can't start up, it just crashes without any error and just a black screen during the start up, no sounds or any sign. The cause of this might be because of a virus corrupting windows.
I have tried:
* Safe mode
* Testing the charging cable/battery
* Startup repair
* Disk check
Sometimes it will boot up after many tries but it will only last 1 minute before showing a black screen.
I would like to format my computer but I don't know how if it doesn't boot.
Is there any way to format my laptop without cd because the laptop did not come with a install cd.
*I would not mind if all my files are gone, I just don't want to buy another one*

Sorry I'm not good with fixing a computer, so please explain it for me to understand.

Do you have a USB with the Windows Setup files? If you have,use it.

If you don't have the DVD,I'm afraid you'll have to buy one or buy a new laptop.

If available,however,you can order a recovery DVD from your computer manufacturer.

As mentioned, contact the computer manufacturer, they could possibly sell you recovery cd`s.

or buy and install windows.

I checked the Asus page,searched for Windows 7 recovery DVD,nothing.It gave for Windows 8 only.

Try contacting Asus and order a recovery DVD.

If I could,I would give you my Windows 7 SP1 ISO,but it would take a day to upload (slow Internet speed, 800 KB per scecond the biggest and average is 430 KB for download, 1/3 of it is upload speed) and it is exhausting

I still have it (universal,all versions from Digital River,X17-59465).It is 3 GB in size (imagine Vista SP1 x64 is 3.69 GB (!) and Server 2012 R2 is close to reach the Blu-ray discs with that size (4.22 GB))

Is the laptop plugged in? Perhaps the battery or PS is toast.

Try restoring to factory new state using the hidden recovery partition as fgollows:

Step 1 Power on or reboot the ASUS laptop. When the ASUS logo screen appears, press "F9" to access the hidden partition.

Step 2 Press "Enter" when Windows Boot Manager appears. Choose your language from the options and click "Next.

Step 3 Review the on-screen messages and then click "Next." Select one of the following options: "Recover Windows to First Partition Only," "Recover Windows to Entire HD" or "Recover Windows to Entire HD With Two Partitions."

Step 4 Click "Next" and follow the on-screen instructions to restore the ASUS laptop to the factory defaults.

You most certainly don't need to buy Win7 again since you own a copy of it that came with the laptop to recover or Clean Reinstall any time you want.

Steps to recover were given in the post above this one, or you can do a Clean Reinstall Windows 7.
Obtaining the media is discussed on Step 1. You'll have the best install of Win7 one can possibly have if you follow those steps and then stick only with the tools and methods given.
