How do I make partitions in running window or save window

I have windows 7 home premium genuine.

When I purchased ,there was only one drive 'C' but now I want to make partitions , pls inform how can I do that as I also want to install again same window ?

It may increase the system performance.

My laptop specs are ;
Dell inspiron n5110 , core i7 , 4gb ram , 500 gb hard disk , 1gb nvidia graphics.

When I run "Full scan" Mcafee it becomes slow ; how can I improve it ?

You need to shrink the C: partition to smaller size, and then create a new partition in the previously used space - I recommend you use Partition Wizard 7 for this task. Refer to Option 3 here:

I would uninstall McCrappee, and replace it with MSE - it is lighter on resources:

Yes, replace MucAfee immediately with MSE. It is the worst AV of all and causes endless problems.

Then work through these steps to Clean Up Factory Bloatware and Optimize Windows 7 which may solve your performance issues.

If you decide to Clean Reinstall follow the steps in the link Golden provided above which explain how to decide which partitions to keep, if any. You can create and format your desired partitioning during install if not.

If you decide to keep this install then post back a screenshot of your maximized Disk management drive map using the Snipping Tool in Start Menu. We can advise you better then about adding a partition.
