How do I open port 5432 on my Windows 7 computer?

I am running Windows 7. I ran a PowerShell script that tests ports. I found that port 5432 is blocked on the loopback IP address -- 127.0.0.1. Windows firewall is completely disabled. I have no firewall running on the machine that I am aware of. How do I open port 5432 on my Windows 7 computer?

Further details:
I have Oracle VirtualBox installed. This software allows me to create virtual servers. I created a VM which Oracle refers to as a "guest." This guest runs Linux and has the nmap utility (a tool to check ports). I found that port 5432 is blocked from the Linux guest to the Windows host.

Welcome to the forum. What are you trying to do use the server only on local network or on the internet. If it's the net you need to open ports on the router. How do you test the port a port can be open but show closed if there is nothing running on that port to respond it can also be set as stealth

I want to use port 5432 on the network. There is no router in play for my question. Based on my testing, the port is blocked as opposed to being open with nothing passing through it.
