How do I set the system clock to 24hr time ?

For example right now as I type this it's currently 9:09 PM, how would I go about setting it to 21:09 ?

Go to control panel > Clock, Language, and Region > Under Region and Language select change the date, time, or number format > Then under the short time and long time change the drop down to the ones with out the 'tt' at the end

(the 'tt' is for am/pm)
