It turns out I had another monitor connected and it decided to show my screen on that and black mine out

I'm reinstalling Win7Ultimate and I'll tell you how I get on

Be sure to install a genuine Windows 7.

Would having a fake Windows 7 really stop incoming network connections? I suppose it could if the internal server thingies aren't present/properly configured.

Do you have a legal copy of Windows 7 with the COA sticker for a clean install? Counterfeit copies can have all kinds of problems.

I reinstalled windows and a lot of features that weren't working before do now.

Be sure you activate Windows 7 or in a little while your problems could start all over again.

I went into the router settings and added a new entry where HTTP Server (World Wide Web) was assigned to this computer. But still, using the public IP and trying to get through won't work.

Please post a screenshot of the port forwarding screen you just touched. Obviously there is something there not correctly configured. That screen (and your local IP and firewall) should be the only things you need really. I still don't get why you reformated just for this?
