How to Build a SuperFast System?

HI I am new to all this, but I am asking this and wanted others opinions on what parts to get. when building a system that will stay current for some time. Speed, technology etc. I mean high WEI Index score. Turn on-off immediatly etc. Some say example: wont be able to access all 8GB memory when using 64 bit Home premium because some of it is stored. Why? How can a system use all 8gb or say 16 gb to be really fast. What is a HDD fast speed transfer rate etc. and how does the processor play in all this.Thanks
