How to change language back to English on Turkish Machine?

I come accross this all the time.

My clients have machines in other languages than English.

I can change language settings once operating system is in English....

But how to change it when the language is NOT English TO English.

I can do this by looking at icons and guessing my way around, but it's a pain in the ass...

Isn't there a way to do this via command prompt?

Get straight to the point and change it to English bypassing all drop downs and GUI in foreign language?

That will take longer than
Controlpanel>> regionLanguage>keyboard&language>changekeyboard>ADD English.
