How to Change the Speed Emails are Forwarded in MS Outlook

I currently have an email from a sender that auto-forwards. It currently takes 20 minutes for the recipient to receive it.

I want to decrease the amount of time it takes for the person to receive it.

I tried changing the mail send and receive frequency thinking that would help It made no difference.

How can I achieve this?

It is not an ISP. Inside a company.

It's often the case in a company often running exchange that the server only connects every so many mins it's not permanently connected
