How to delete Group Policy and stop server search

Inherited my work computer after company went under. Win 7 Pro 64 bit in a Dell 7010. Problems that I now have with it at home:

1. Group Policy is forcing the control alt delete at log in along with a lot of password restrictions I would like to change. Tried changing it with the GP editor but IT manager has the security folders in the group policy locked. I can read but not change the parameters. Tried "reset to defaults" batch file, but it failed as it was unable to "contact to the network". Is there a file where the group policy configuration is saved that I can just delete, or some other way to get rid of it?

2. System used to boot in 30 seconds at work. Taking over 2 minutes now. I believe its looking for the old network server. I know that it was looking for a few of the other drives on that server. I changed their status to "disconnected" in the drive list and shaved 40 seconds off the boot time. But I think it's still looking for the server itself and taking forever before it times out and gives up.

I am using the login that I used at work> If I delete that, will the computer boot as if it had never been started before and offer me the chance to create a new one login? I tried creating a new user ID ( I have admin privileges) while signed on, but it wouldn't allow me to save it, again because I was not connected to the network. I am thinking this might solve both problems, but want to be sure that deleting the current (and only) user ID it won't create a worse situation for some reason. There is no windows 7 pro disc available, although I do have a Win 7 home premium 64 bit disc for my other computer.

Thanks. Found out my IT Manager had been very generous with the Dell warantee purchase. He got the three year deal, which just happens to end on March 15th this year. Dell agreed to send me an OEM disc made to match up with my product key, and they will also give me a free reinstall of Office 2013.

A fresh install will solve all the issues.
