Solved how to disable black border line around windows in WINDOWS 7

hi, i'm wonder if i can disable these black lines around windows while i'm dragging it. it happens when my audio device is reported not installed.

Isn't that the "show outlines when dragging" option in Folder Options?

but there's no check box for "show outlines when dragging" in folder options.
