Turbo boost is Intel technology. I don't think AMD has something like this, but in Intel processors, it over clocks by itself. You don't have to do anything, if using Intel.

It is automatic depending on CPU load. I don't think that there is anything you can finagle - at least I never heard of that. The only option would be to overclock the CPU. But that is risky and you need the right board and a lot of experience.

Some AMD chips have a Turbo mode. My FX 8350 does, though I don't know about the A series.
As far as I know it's automatic as long as the BIOS options are set to auto clock the CPU, and I think cool and quiet has to be turned off (I could be wrong on that one, I set mine off because I don't like it).
The easiest way to tell is to load CPU-Z and load the PC. The multiplier and CPU speed should jump around.
Edit: I just checked and that CPU does have a Turbo mode. It should be automatic.
Indeed; i concur with the others. I know mine has turbo as mine is a intel processor. I dont believe that can be done with amd boards unless it can be done with the turbo mode as mentioned by one of the others above.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.
A series does...Mines is 1.5ghz stock but ive oc'd to 2ghz with a turbo of 2.7ghz. OC in the catalyst and watch your temps. Use Core temp to monitor and see whats happening in terms of heat and core frequency, mines turbo'd to 2.7ghz when i got it, all i did was oc.

BIOS is used to enable/disable turbo boost, has been all the way back to 286 cpu's that I recall. Turbo boost is a function of the cpu but it is controlled by the bios and motherboard.
Most lap top bios do not have a turbo option and most mobile cpu's do not have turbo boost. My i5-4200 runs 700-2300 but does not have turbo. No turbo in my Lenovo or Dell LT's and it's because of the extra heat from turbo.
The i7-4700HQ is one of the few exceptions. Intel Turbo Boost Technology 2.0 is a change from the traditional turbo boost and is automatic, the user has no control. ITB 2.0 may only speed up a single core and is temperature controlled, ie if you get warm you do not get turbo boost. So in regards to Intel Turbo Boost 2.0 your statement is correct.
