Welcome.

What antivirus product are you using? It is my hunch it includes a firewall and is disabling the Windows Firewall.

The Kaspersky Internet Security suite has a firewall. It should disable the Windows Firewall. You do not need two firewalls running at the same time.

I question the reasoning behind keeping a firewall fully on when not connected to a network?

The firewall is on by default, network on or off - would you want to manually enable the firewall everytime you came online?

.
In that case you have three firewalls on your system. :D As noted in the Windows Action Center running more then one firewall at the same time can cause conflicts.

I would use the free Microsoft Security Essentials, Malwarebytes in conjuction with a Firewall. That is possibly the best combination for Windows 7.

well guess you don't need the parental control or maybe you do :p
turn on the anti banner it will give you relatively ad free browsing, in settings-threats and exclusions do tick other and monitor all ports in network setting these are all off/unticked by default
