How to format Windows Embedded

I'm looking to purchase a device that will have Windows Embedded on it. I' like to remove this from the embedded chip and was wondering how would I go about formatting this chip?

The device has USB ports, but no CD rom drive.

Normally one would simply overwrite the nvram with a new system image, but you can generally wipe the nvram as well. That process is very device dependent... Typically involving a serial port or even a processer programmer like a JTAG plugged into a special socket on the motherboard.
