You access it using a hotkey during startup. I believe that it's F10 for the HP machines. (On a Dell, it's F2. Asus motherboard, delete key.)
You might do better to go to the Windows control panel labelled Power. You may be able to set a scheme that will make the notebook run cooler when it's not using the CPU heavily.
As fars as I know, there's no way to make the machine run cooler without losing performance when the CPU is being max'ed out.
It's possible that reverting to an older BIOS might help if HP has screwed up the one that you have, but it's not what one usually expects.
