How to let TaskBar remember icon sequence? No re-arrangement possible

On my Taskbar I have currently approx. 20 icons pinned.

When I want to re-arrange them (=change the sequence) then this is sometimes but not always possible.

Furthermore the sequence is NOT remembered. When I logoff and re-login the order is changed again.

How can I really re-arrange icons in my favorite order?

How can I tell Wint to rememeber this order beyond the next reboot?

I am using Win 7 pro now

I used WinXP in the past

it says winxp under your user name, and also in your system specs.

anyway, are you sure the icons in your taskbar are actually pinned, as i've never had any trouble rearranging them, and having them stick?

right-click on them, and if they offer an unpin option, then they are pinned.

sorry if i'm being really obvious here, but we need to start somewhere...
