This is the one that I like .Free Download Magic Partition Manager Software - Partition Wizard Online
But be careful, be sure to have a good back up first. Partition software, that is not part of the OS, are unforgiving. They allow you to make mistakes, the partition software tht is part of the OS, does not allow certain procedures, which is probably why you cannot succeed.

Is it failing to shrink? We can't help you if you won't be more specific.

Using free Partition Wizard bootable CD to Resize is safe, but I'd back up my files first.

Disk Management is included in every Windows OS version and is the safest way to shrink and create a partition. There is literally no risk even with a power failure.

For operations which Disk Mgmt cannot do, we use Free Partition Wizard which works best with Win7 and has Data Protection so it won't fail but just start over until you stop it during countdown after restart.
