How to recover my deleted system partition

I have hp 1000 laptop.operation system is windows 7 ultimate.
500gb hard drive with 100gb (C),185bg (E),180gb (F) partitions,Fist I had accidentily deleted E and F with partition magic soft ware.after that those partitions were invisible. so then i try to activated in devise manager.then i restart and now i can't log in.(boot failure)
is there any way to recover all my partitions.......

The problem is I can't boot the windows

Why would you reply this to steps to create a boot disk which will recover the partitions? I said nothing about booting into Windows until afterwards when if you will provide a Disk Mgmt screenshot we can tell you how to move the Win7 boot files to the correct partition to delete any others.

Obviously you need another PC to download and burn the CD.
 
Yes i tried safe mode and start up repair.....
both not working....:(
