how to reset ip address? my isp server seems to provide static ip but I know sometimes it could be changed.

I want to change the ip because of the restriction of downloads from a particular server. But how?

You won't be able to change the IP address assigned by your ISP - that would wreak havoc on the Internet.

You can change your private IP address, but I don't think that will lift the restrictions. Your ISP is probably blocking access for good reason. I could be wrong.

You might contact your ISP and ask why the address is blocked. Sometimes there's a bad entry in the blacklist, the ISP will investigate and fix the access issue if there is an error.

Your public IP is entirely determined by your ISP, you can't control it directly. At most, reseting your modem might renew it, but may not as well, it's not under your control anyway.

You may look into using a proxy to establish the connection. Tor Browser may be of great help here and is simple to use, at least for this.
