You need to run Startup Repair, up to 3 times, to resolve this.

If you don't have a install DVD, you can download a legal copy here:

Official Windows 7 SP1 ISO from Digital River

Make sure you get the same version you have installed: 32 or 64 bit; Home Premium, Pro or Ultimate.

Since your DVD drive is not working, you can create a bootable flash drive.

The easiest way is to use: Universal USB Installer – Easy as 1 2 3 | USB Pen Drive Linux

Select Windows 7 from the drop down menu, all the way to the bottom.
Point to the Windows 7 .iso file you downloaded
Select your flash drive (I ran out of room on a 4GB flash drive so used a 16GB flash drive instead).

Once done, boot the Flash Drive and select Startup Repair. Do this up to 3 times if necessary.

Everything else that can also be done is here for Troubleshooting Windows 7 Failure to Start.

Make sure Startup Repair offers System Restore or run it manually from the Recovery Options list.

Make sure Win7 or it's 100mb System Resvd partition is marked Active. Steps in tutorial.
