How to specify a new protocol and the default program?

I would like to define a new protocol ("news:") and the default program (Windows Mail) to handle it.
However Control Panel => Default Programs => Set Associations does not allow to define *new* entries. One can only modify existing ones. How can on define an additional entry here?

Nope - not on my system. This is on Windows 7, which doesn't come with Windows Mail. I copied Windows Mail from my previous Vista box (and had to replace one .dll with a newer version to get it running again under Win 7).

So, while I can run it without problem by simply starting the .exe on my system it is not listed in that list of installed programs that you pictured (probably because it is not "properly" installed in Windows terms).

That's why I either need to get it into that list (but how?) or define a new protocol under "associate file type or protocol..." with that program.
