For everyone: When installing Windows fresh it is best to do so on a simplified system: just the needed components to run the PC, especially just one hard drive. Then, after Windows is installed and all is good you can install the additional components one at a time. The one-at-a-time method allows you to determine a problem component or software immediately - no need to test to hunt down which it is.
For babboo: The Hauppage card should've not been installed when you installed Windows. There is a possibility now that there is some generic Windows driver associated with the device that is either interfering with the driver installation or conflicting with it and that is why the card won't run.
You could try and uninstall the card and it's driver, plus all the Hauppauge - WinTV software, run hcwclear, and then manually clean the registry. In this case it is pretty risk free since "Hauppauge" is not likely to turn up in a registry search for anything other than the card.
To uninstall the card properly, uninstall it from Device Manager first, then shut down the computer, remove the power cord, and then physically remove the card. Then power back on, let the system settle on the desktop, and then uninstall the software and run hcwclear (and possibly the registry edits). Restart the PC again, check to be sure that all Hauppauge Start Menu items, files and folders are deleted, and run through the registry again and restart.
Once you are confident the system is clean you can install the card. Install the driver first, then shut down, remove power, and install the card. When you start up afterward Windows will find the card and the driver and install it correctly.
