It looks like you might have a driver problem. Since you said the mouse won't work on startup so I would either connect it to a different USB port or it's receiver to a different USB port (depending on whether or not you have a wireless mouse) and see if that fixes the problem. If so, we can go from there.

Open Control Panel and select Device Manager. First check to see if there's an error symbol (yellow black exclamation in triangle) for Mice and.......................

If not, open Universal Serial Bus Controllers. Are any errors shown there?

Please read my post carefully again. I would like you to run a test, driver verifier, to test drivers.
Driver verifier is a diagnostics test, it will validate selected drivers on selected actions, that may cause performance issues or even boot issues. If driver verifier finds a driver doing something wrong when this driver is performing 1 of the selected actions, driver verifier will crash your system.

The only difference is that it usually gives at least a few dumps, though I somehow missed the last logs which is full of dumps from verifier.
It looks like the network drivers are causing lots of issues. I suggest to update the MediaTek Wireless LAN Adapter and the Realtek Local Area Network (LAN) Driver from HP, for the Realtek driver download version 10.3.723.2015.

Please do NOT use driver booster, all drivers you need you can get from HP.
