Solved HP All-In-One passes HP Diagnostics but wiil not start

Try both installers's from Legacy boot.

I believe there is a setting being missed in one of the BIOS Setup menus. This setting is present on every other UEFI mobo we've seen here, listed as UEFI, Legacy BIOS, Compatibility Mode, CSM, or similar - and is in addition to the Boot order settings. Until ever single setting choice is looked at it may be missed.

Search google for your make/model + each of those terms above to try to find where someone else has asked about this. It isn't apparent so there have to be others in search of the setting.

When WIn7 refuses to install we often will install it on another PC to the same HD or move the image from that HD to the problem HD via external HD using the imaging boot disk. Then it can be adjusted to start on different hardware using the same Paragon Adaptive Restore CD freeware that can apply the Win7 backup image. However since the present install hangs at the same screen as the installer, it would likely do the same on the new image recovery. All of this points to the BIOS settings for UEFI.

Is there a newer BIOS update? Be certain.

With computers there is a stress level beyond which I won't go. This inherited PC went well beyond that point. I think it's the motherboard. I sold it to a local computer store for 50 bucks. I think I ripped them off.

I find the whole 'rep' issue somewhat confusing, greg.... You first helped me with some issue - and of course it wasn't simple - a few years ago. I have not been able to click on the little Reputation icon next to your name on the far right side of the screen since. It always gives me the msg that I have to spread the reputation around before giving more to you. Maybe you guys need to check the statute of limitations on that.

If it hadn't been for you I never would come to the conclusion that this problem was just one cluster**** after another. Cutting bait sometimes is the best solution.
