My computer right now will not boot up. Specifically, it will reach the part where the flag begins to form on the loading screen and just as the red and green dots touch, the computer will restart and begin the process again. I cannot boot in any safe mode.

I have the option to access the recovery console which I did. In I have tried startup repair and it told me it was unable to automatically fix my problem. It specified error 0x3712 and indicated that a driver or hardware change could cause this problem. The error is startup repair is offline. Next, I ran chkdsk /r on that partition and it reported no errors. Then, I tried to run sfc /scannow /offbootdir=C:\ /offwindir=C:\windows but it returns "Windows Resource protection could not perform the requested operation.".

Please help as I am unsure what to do now. I can supply more information if needed.

I'm scratching my head, you say you can't boot up or get into safe mode but your able to run cmd line in the cmd prompt. So if you can't boot up, how are you able to run cmd prompt?

Have your tried restarting the computer and as soon as it starts to flash anything on the screen, repeatedly tap the F8 key. This should get you into the advance menu.

I'm sorry for not clarifying. Currently when I power-up, I have the option to enter the recovery console or boot windows normally. In the recovery console, I am prompted to select a language, keyboard layout, and then log-in with an account. After that, I am allowed to use Startup-repair, system recovery, system restore, memory diagnostic, or CMD.

Edit:
Some additional info:
I have 1 hard disk split into 3 partitions. The main partition is the one that cannot boot. One partition is the HP recovery one but this computer came pre-installed with vista and had a free 7 upgrade later. The 3rd partition though has Windows 8 and I can boot into that one just fine.

When you are in the recovery console, have you tried to set system restore to a point prior to this issue?

In the option for system recovery Does it have an option to do a repair install? Meaning no data will be lost. I'll look around right now.

I just read through the system recovery and there is no such option there. Just a complete recovery.

1) unattached any additional devices from your computer ( any thing ) and try it again..
2) if it doesn't help, if you can attach the HDD to another computer and check disk it or try win live and check disk your HDD
3) if also not possible say to think

Greg would it be possible for me to download the win 7 installer with SP1 ISO linked in your troubleshooting win 7 post and use that to do a repair install? This is assuming that i cannot boot into the win7 partition which i wish to fix.

Edit: More info: When I attempt to boot into safe mode for the windows 7 partition, it lists the drivers that it is loading right? Well, when I try to boot into any of the safe modes, it loads up to the classpnp.sys and then restarts.

Yes, that's why I mentioned that disks are provided to do the repairs.

So in this situation how do I do a repair install? I have just created a bootable USB from Dell Community
and I don't know what to do now.
Again, I am still unable to boot into my windows 7 OS and I from my scan with malwarebytes, I appear to have no malware.

Is there no way that I could get the iso to target my windows 7 partition somehow while I run it from my windows 8 partition?
