Huge performance loss

My system is the following

1x E-VGA 680i SLI A1
1x Quad Core Q6600 w/ G0 Stepping
1x 2x2GB Dominators PC8500 with fan
1x XFI Titanium PCI-E
1x E-VGA GTX-260 216 896MB
1x Memorex External DVD Burner
1x Seagate barracuda 7200.8 500GB

Water cooled with PA 120.3 radiator, Laign D5 Pump with Petra DCT-01 Top, and D-Tek Fuzion v2 waterblock.

I used to use water cooling mix, but at $30.00 a bottle its expensive. Now I use bottled water in my closed loop cycle. Everything was working fine 1-2 months ago, but now the performance overtime slows down tremendously.

I just wiped the whole drive completely last monday.

None of this should cause windows 7 to slow down especially since none of it runs on startup according to my msconfig.

I am so ready to ditch this water cooling all together. I used to run Vapochill sub-zero cooling. The problem I had with this was, after the computer was on for awhile it would flood the processor. When I removed the vapochill head from the cpu. The head was Ice cold as expected, but both the foam and the processor was soaked (nothing was dry). My PC would run for a good six hours before it would slowdown and shut itself off. Once the processor was soaked, it would take 10 hours before I could bring the pc back online.

The problem I am having is
My system slows to crawl after about 20 mins when I have IDM downloading and sony vegas 9.0e open. I am working in vegas, but I am not encoding. So it makes absolutely no sense why the pc will slowdown, then freeze up.

I need help figuring out why my system is so slow with a Q6600 and W7 HP x64
It makes no sense, considering my score for windows 7 computer properties is 5.7

I may install MBAM, Nod32, CCleaner, and GMER once a week.
I simply install, check for infections. Then, uninstall.

I have been considering a new build, but I don't know if jumping to an i7 920 is worth it.
It means $$$ for ram $$$ for mb $$$ for cpu

There is no reason why should be slow. What I do recommend is to try a full defrag of your computer. This has been happening to me a lot, but I've recently discovered that is the highest fragmentation rate of my computer.

Try using Auslogic Disk Defrag. Good and free.
