Unable to change User Account Control settings in Windows 7

I am unable to access my User Account Setting in Windows 7 when I click on it nothing comes up , even though I'm logged in as an administrator. When I click on "Change User Account Control Settings", absolutely nothing happens.

I am not able to access cmd as a admin.I have only one account and that is my admin account.When I click on admin cmd it open but when I right click and try to access it as a administrator nothing comes up.

I am also not able to install any new software on to my computer it show a Pop-up window user account control do you really want to allow this file to make changed on your computer I say yes and nothing happens

Can anyone please help me with this Thanks!

Sounds like you have lost administrator rights.
Are you sure your password is correct?

Check and see if you can go to a restore point before this happened.
It might not let you do this either.
