I cannot change the background on my laptop!!! Help...

I have a Toshiba Windows 7 laptop. I used to be able to change the background on my screen before and now I cannot. When I got to control panel to change my desktop background it pops up, "disabled by system administrator" So I logged in as the administrator (I am right now) and still I cannot find out how to change the settings so that when I log in on my account to be able to change the background. This is MY laptop. I am the only user.
What do I do to make my account able to change the background again..???

Hi kimmyco,

Try right click on the actual image you want and select "set as desktop background" a admin verification box should pop up so enter your normal login details,

If that doesnt work go Start->Control Panel->User Accounts and Family Safety->Users and find the "Change User Account Control settings" and bring the bar right down to "never notifiy" reboot and see if problem persists.

Dear kimmyco2011,
This may have to do with a corrupted wallpaper.jpg file. You have to delete the transcoded file thus:

1)Copy the following text into the search box which you get by clicking on the start orb : %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

2) Right-click the file that is named Transcoded wallpaper.jpg and then click Rename

3) Rename the file to TranscodedWallpaper.old, (change .jpg to .old) and then click Yes when prompted

4) Double-click slideshow.ini. Slideshow.ini should open with Notepad. Select all the text in slideshow.ini if any exists and press Delete (on the keyboard), and then click File and Save to save the changes.

5) Close Notepad. Also close Windows Explorer.

6) Now navigate to the picture/Theme you wish to select as the Desktop background.

7) Now apply that pic. as the Desktop theme. This will work only if the transcoder wallpaper.jpg is corrupted.

Hope this helps. If not, get back and we will try another fix!

You can do this to gain Full Admin. Rights!
1) Click on Start.
2) Open Computer
3) Right click on the C Drive
4) Select Properties.
5) Click to open security
6) Go to Advanced
7) Click on the Change Permissions button
8) Select the user account you want to give total control over your Windows 7 and click the Edit button
9) Now, tick the checkbox labeled “Total Control” and press OK

have you looked at the software drivers section for your laptop on the makers website ?

I have an HP compaq CQ61-325SA and I had to get a fix from the hp website to get my wallpaper to work in windows 7 ;)

yes, I tried that as well and all the solutions I tried didn't work. I just called tech support and they wanted to charge me $50 to help me. Insane. I'm just going to delete that account and make a new one. I'll transfer as much as I can and probably lose the rest.:/ but I've been staring at a black screen for a month.

Why don't you just give you account admin rights? If its your laptop it doesn't really matter anyway...
Login as the admin and navigate to:
Start>Control Panel>User Accounts and Family Safety>User Accounts>[your normal account] then hit change account type, then tick administrator.
