I got a RAT into my PC. Should a clean OS installation helps?

I got a RAT into my PC and it seems that it is there for the last 3 weeks. I want to perform a clean install of Windows 10 and I have i few questions:

1. Will a clean installation resolve my problem and kill the RAT?
2. Should I change all my password after that?
3. I have dropbox with 30 GB on it. How can I be sure that my PC will not be infected again via my dropbox folder if they are infected?
4. My chrome expansion and bookmakers and maybe infected too. Can the RAT reactivated again when I log in at my Chrome account after windows re installation?
5. Under last 3 weeks I have used my credit card a several times. Should I contact my bank?
