So, what kind of lag is that, its like under 1 second lag/freeze, I had it maybe one year ago, but suddenly it ended. Last week I bough new graphics card, I reinstalled windows, installed all new drivers, and now it all started, if im watching movie, movie freezes for like 0,5 seconds and so does sound, when im playing games this happens too. I tried updating drivers, checkin viruses, defrag, cleaning, nothing helped...

Welcome to the Forums.

The easiest thing to try first:
Boot into safe mode
In Device Manager delete the graphics device
Reboot normally

Windows will reinstall the current driver. For some reason this fixes many driver issues. It may not work in every case. But it's worth a shot.

Try turning all your AV and Firewall stuff off completely. (You can run disconnected from internet during the test if you are paranoid about getting infected while unprotected.) See if the lag goes away.

Installing all new drivers in one shot now you have all those variables. I don't know any shortcuts. Seems like a process of elimination is all you have unless you can narrow it down.

The basic rule is divide and conquer. Boot safe mode. If no lag then it's something that doesn't run in safe mode. You can look at a list of services. Which need to run for your system to work. Temporarily disable the non-essential ones, one at a time until the lag stops.

I'm afraid there's no magic bullet.
