Ok this is very irritating. I dont know what causes this lag but sometimes I get this and it gets very annoying. I have no idea wat is the cause. I have windows 7 32 bit, 2GB of Ram, 3.73 GHz CPU. When I go to task manager > performance > resource monitor this is what I get: What are some suggestions?? http://imageshack.us

This is usually a hardware driver issue. I have seen it related to a mouse driver and a modem driver. Make sure you have the latest drivers for all your hardware.

Okay there isn't alot given to go off of, but if you're serious about getting to the bottom of this, there's alot of people here that can help you, if you help them in return.

First, please fill in your system specs more thoroughly. Now on to some random shots in the dark to get things rolling.

1) Is the lag you speak of consistent regardless of whatever you're doing? Or more task dependant?

2) Is the sceenshot supposed to be during a moment of lag or just a general one for sake of processes?

3) Regardless of the previous answer, try to get one of the CPU heading as well as the memory during your lag.

4) Have you looked at your event viewer to see if anything is happening in the background on a timely manner?

Lastly, what steps have you taken to troubleshoot the problem? It's never fun doing things twice...
Good luck and report back with your findings,
-Ageeb

This is going to sound very vague, but I troubleshooted a similar problem with a tool from "sysinternals"...

Windows Sysinternals: Documentation, downloads and additional resources

I don't recall the name of it, but it logged everything the PC was doing and by noting the exact time this occured you could pinpoint it in the log.

I hope this "may" point you in the right direction, and if you need me to I'll try to find the tool I used, but it's been some time and I really don't remember much more about this, but I do agree it's annoying.

Also, regarding to the driver suggestion. You can try disabling devices you don't use and see what happens. If you suspect your mouse driver, you can install a generic mouse driver as a test.
