I need a super User here! Help me TS why Netflix crashes downstream

Why would netflix crash my download speed and then, my downstream speed will incrementally increase as data pours in?
AND, As I run speedtests, my results will rise 1-2Mbps with each test until I reach my cap.
A speedtest will not cause this to happen.
A youtube video will not cause this to happen.
This can be triggered on demand!
The same thing happens with torrents.
There is no torrent program on this rig now.
I use netflix, however.
Roll up your sleeves and see link above.
Give me some things to try please.

I'm thinking out loud here.
Since I don't know where else to start on my PC and with no access to the 192.168.router...which I wouldn't know what to look for in there anyways, perhaps a good step to isolate would be to access netflix from another PC and see if it triggers.
Again, I like to troubleshoot.
Currently, I'm seeking the ultimate answer of the universe and how it came to be.
But I got distracted by this problem.
Anyone? Bueller? Bueller?

Edit: Restarting the PC does not alleviate this problem.
