what happened was i was messing with itunes did something with the compatibilty settings then all of a sudden anytime a click any icon or anything on the start menu an error occurs saying the remote procedure call failed and did not execute

You could do a
system restore (at boot if needed) using a restore point (if available) dated before this error to hopefully fix it for you afterwards.
