Solved I tried Win98 Plus theme in Windows 7

Unlucky, I did not make a restore point.
Then I could not save unsaved Win7 themes. "Costume.theme" appeared every time I opened the personalization menu, even when I did nothing.
Additionally, my Recycled bin icon has been changed inside my file manager display (Not Windows explorer, but another manager).
I opened a new user, and these issues were solved.
How do I fix these two issues inside the former user?

I ran System File Checker (sfc /scannow in administrator mode) and got the result:
Windows Resource Protection did not find any integrity violations.
But the problem persists: I cannot save unsaved theme, and recycle bin icon is corrupted inside a file manager other than Windows explorer.
Do I have to repair on boot, as described at Method 1:

or there is another option?

I hope you are all fine with hurricane Sandy.
I have a Win7 SP1. If I reinstall it, will it solve the corrupted user interface?
For now I do not erase this user. If I erase the user, this user's security definitions in the new user will be changed from the current user to unknown user, which is quite annoying.

I did not have to worry about hurricanes Sandy I'm just about in the middle of the US.

A reinstall should fix everything, be sure to backup all your data if this what you planning on doing. Did you try the repair install I suggested above?

I don't understand the security definitions you are talking about, it's not an area I deal with.

I have not yet tried the repair install. I uninstalled and reinstalled SP1, and it did not help.
Here I show the problem.

I hope to find more specific solution than repairing installation.

I'm not sure there's much you can do other than a repair install or a clean install. Any time you install a theme like you did that comes with a .exe to install it can change so many things on the computer that you will never get it back the way it was without a clean install.
