ICS has always been a tough mountain to climb and works like crap when it does work. Since your modem connects to your computer by a LAN connection, consider spending a few bucks for a router. Not only will you be protecting your network with a hardware firewall, but it will make sharing the internet connection much much better, and allow you to be online with needing both computers running.
